Open Call for Proposals for the Off-Grid Clean Energy Facility in Benin

The Off-Grid Clean Energy Facility is a component of the MCA-Benin II Off-Grid Electricity Access Project. This project has 2 components: (i) Component 1: Off-Grid Clean Energy Facility (OCEF), (ii) Component 2: Creating an Environment conducive to Off-Grid Electricity.

The Off-Grid Clean Energy Facility (OCEF) aims to increase access to electricity for  the currently unserved population in rural and peri-urban areas of Benin by reducing barriers to investment in the off-grid electric power sector.

OCEF will utilize the Millennium Challenge Corporation (MCC) Funds through partnerships with private companies, NGOs, communities and other organizations that provide viable off-grid solutions and clean energy alternatives for Benin.

The objectives of the OCEF are to improve the availability of electricity and access to electricity for public infrastructure, businesses, communities and households, to stimulate the off-grid electrification market in Benin, and to increase the adoption and use of energy efficiency appliances and measures.

The "Off-Grid Clean Energy Facility" consists of a matching grant fund coupled with technical assistance to promoters. The OCEF's management has been entrusted to the international consulting company NIRAS.

The first call for proposals is open from February 22 to May 22, 2018.
