Technical Assistance to Support the Formulation of Brava Sustainable Island Project in Cabo Verde

The Luxembourg Agency for Development Cooperation (LuxDev) launches a Call for expressions of interest for the acquisition of services to Support the Formulation of Brava Sustainable Island Project on behalf of Program CVE/083 receiving financial support from the Governments of the Republic of Cabo Verde and the Grand Duchy of Luxembourg. The specific objective of this consultancy is to support the formulation of the Brava Sustainable Island Project with links to the 2030 agenda for Sustainable Development Goals (SDGs), and to help prepare the next steps required for its future implementation.

Services providers that are invited to express their interest in offering the services mentioned above are all legally established companies governed by private law (excluding non-governmental organisations, not-forprofit organisations and public operators). They must also be specialised in large project development in the sustainable energy domain, with the expertise to understand its relation to green economic growth across various sectors, to social and environmental empowerment, to reduced inequality, to improved health and education, and to technological advancement, which are all considered pivotal for Cabo Verde’s development as a Small Island Developing State (SIDS).

Services providers will have to demonstrate relevant professional experience, competencies, and skills to undertake such large project and for assembling a team that comprises of different expertise in areas such as electricity systems, demand-side management, renewable energy technology, energy storage technology, energy efficiency (buildings and public lighting), electric mobility (EVs and charging infrastructure), smart grid (including, without limitation, SCADA, AMI, distributed storage, voltvar optimization, smart charging pilot), power system modelling and analysis, energy economics, financial assessment, tariff analysis, PPP project financing, legal and institutional assessment, environmental and social impact, landscape and heritage, water and sanitation, waste management, marine economy, agriculture, rural tourism, project design and formulation, and monitoring and evaluation (result based). Besides, companies shall have the ability to work in Portuguese.

Expressions of interest, exclusively drawn up in English, must reach by email no later than 19.03.2020 at 10h00 am (local time).
